you are retarded, even if he does wait until he's 18, by what they know, when he meets Yumina (the youngest of the bunch ignoring Sue) she's 12, he's 15, that is a perfectly reasonable age gap, it's later explained that the length of a year in this other world is actually more like 16m/year rather than 12, meaning that every single one of his wives is actually older than him (ignoring Sue who is 10 [160 months is about 13.5ish years, so she'd be a year or 2 younger than him] at the time he meets her).
In the LN/WN it's pretty much confirmed that even after he marries them he doesn't actually have sexual relations with any of them, at least as far as the series has gotten.
And it is mentioned multiple times that he doesn't have any plans on doing anything with Sue until she's a bit older, meaning it's not like he's just ignoring the Earth induced moral compass entirely.

Even assuming the years would be equal in both worlds, this should not be considered a problem, I doubt anyone would bat an eye if they saw a couple with ages 14 and 17 (even if the relationship is sexual), but the moment the guy turns 18 some of you people are fuming up a storm.
In most countries the marriage age is actually *lower* for women, I don't know if that's because they develop earlier, but regardless, for this specific case in Japan, the marriage bottom lines are 16 (for women) and 18 (for men).

You also have to consider the fact that this world is significantly less developed, if you go back 300 or 400 years you'll realise that wow! people got married at 12, how unexpected.
Touya can obviously (and he actually does if you read the LN/WN) forego any sexual relations until they are older, but he pretty much had marriage forced on him when his fiancees realised he was already 18 by Earth's standards.
